As a member of the Liberty Village BIA, you are invited to attend the

Annual General Meeting

Thursday, November 23, 2017 – Networking 4:30 p.m. Meeting 5:00 p.m.
Location: Toronto Carpet Factory, Suite 101 Boardroom, 67 Mowat Avenue, Toronto

1. Call to Order and Introductions (Quorum of the Board is required to conduct business)

3. Approval of 2016 Annual General Meeting Minutes

The purpose of this meeting is to decide on the Liberty Village BIA’s program and budget for 2018 (see over). This
program is paid for by a special levy charged to LVBIA members. As a member of the LVBIA, the best way to participate
in the decisions your LVBIA is making on your behalf is to get involved. If you wish to obtain a copy of the complete
proposed budget or audited financial statement, please contact the Liberty Village BIA.
Please forward a copy of this notice to your non-residential tenants.

Proof of LVBIA membership will be required. Please bring photo ID and either a business card, utility bill
showing business/tenant name and address, or your City of Toronto property tax bill.
No person in attendance shall have more than one vote.

Only members of the LVBIA are eligible to vote at the Annual General Meeting. In City of Toronto Municipal
Code Chapter 19, Business Improvement Members are defined as “all persons who own rateable property in a
business property class and all persons who are non-residential tenants of rateable property in a business
property class in a business improvement area.”

A “person” is defined by Chapter 19 to include “a corporation and the heirs, executors, administrators or other
legal representatives of a person to whom the context can apply according to law.”
Please note: In accordance with changes to City of Toronto Municipal Code Chapter 19, Business Improvement
Areas, designates are no longer eligible to vote on behalf of LVBIA members at annual general meetings.
Therefore, a designate form has not been included in your AGM notice package.

Logistical Notes
● Terry Demerson requested time to review the minutes prior to having any motion passed regarding them
Approval of the Minutes of the 2015 Annual General Meeting
● Terri Demerson, of 58 Atlantic Ave would like the minutes to reflect that some residents at 58 Atlantic
Ave were not sufficiently notified of the AGM as they should have been.

Toronto Association of Business Improvement Areas (TABIA) Update – ​delivered by John Kiru
● Approximately $45 million is raised annually through levies
● Overall commercial value of Toronto BIAs has increased 36% from 2012-2016
2015 Audited Statements ​- as delivered by Rafiq Dosani
● Passed by the Board
● $267000 collected funds
● Capital expenditures were $15000
● Balance of $250000 is still available
● BIA is in good shape
● Satisfied with statements

2016 Budget Discussion
●  16% more people used the the TTC VIP Program

● Spent more $ on Events
○ Increase in cost for Give Me Liberty
○ A lot of money was offset by revenue, spent more on the event
● More was spent on TTC but it does not impact budget
○ TTC will be transitioning over to Presto card in mid 2017
○ Presto will be phased in mid to late 2017, as per reports from TTC
○ A meeting with John Tory’s office is something being worked on for early 2017
● Proposing 5% increase in budget (less than last year)
○ Supports the increase in event costs
○ 3 Capital Cost Share projects
○ Benchwork/Bell Box projects
○ Resources for Liberty New Street advocacy
○ We are below average
■ Levy is half of what it was in 2008

2016 Year in Review
● A new website was launched including a job board
● A new CRM was launched to help us organize and keep business and contact information more up to
date
● Continuing to meet and lobby for a new road for Liberty Village
● Had another successful Give Me Liberty
● We are working on improving the lighting for parts of the neighborhood
○ Meeting with Hydro
○ Not a simple project
○ Process takes time
○ Would like to see clamp on lights for 2017 on Jefferson
